Norton Rose Fulbright hired public finance lawyers Alison Radecki as a partner and Helen Pennock as a senior counsel.
Both will work in the firm's New York City office and formerly worked at Orrick, Herrington & Sutcliffe. They are licensed to practice in New York.
Radecki has more than two decades of experience helping issuers and not-for-profit institutions access the municipal bond market in the healthcare, cultural institution, higher education and charter school arenas. She also works with banks and financial institutions to provide accessible project capital and maintain federal compliance.
She has experience in many types of financing structures, such as variable-rate debt, tax-exempt and taxable debt, general obligation and revenue bond financings, letters of credit and liquidity-supported bonds, conversions, restructurings, reofferings, direct placements with financial institutions and private placements.

Radecki received her law degree from Brooklyn Law School and her bachelor's degree from Smith College.

Pennock works with governmental issuers, nonprofit organizations and banking institutions around the country.
She has served as bond counsel, underwriter's counsel, disclosure counsel or borrower's counsel for financings for colleges and universities, cultural institutions and other not-for-profit corporations, water authorities and public power agencies, transportation authorities as well as on infrastructure and industrial development projects. She also focuses on securitizations of tobacco settlement revenues and other municipal receivables.
Pennock received her law degree magna cum laude from Georgetown University Law and her bachelor's degree summa cum laude from New York University.
