New MSRB board members include two issuer officials

Two issuer officials, a securities firm executive, and a municipal advisor will make up the four new members of Municipal Securities Rulemaking Board’s governing body.

New public members joining the board for its fiscal year starting Oct. 1 are Jennie Huang Bennett, chief financial officer for the city of Chicago, and Katano Kasaine, assistant general manager and chief financial officer at the Metropolitan Water District of Southern California. Joining as regulated members are Warren “Bo” Daniels, Atlanta-based managing director and head of public finance of Loop Capital Markets, and Liz Sweeney, president and founder of Nutshell Associates, a Maryland-based municipal advisory firm.

The new members were chosen from among more than 60 applicants that included many familiar names, including recently retired Los Angeles City Debt Manager Natalie Brill and Marion Gee, immediate past president of the Government Finance Officers Association.

The board will have 15 members, including eight independent public members and seven members from MSRB-regulated broker-dealers, banks and municipal advisors. In August 2020, the Securities and Exchange Commission approved the MSRB’s proposal to shrink the board to 15 from 21 members as part of a package of governance changes that included strengthening the independence standard for public board members.

The MSRB recently announced that Patrick Brett, managing director and head of municipal debt capital markets at Citi in New York, will chair the board during its new fiscal year. Meredith L. Hathorn, a managing partner at the law firm of Foley & Judell, in Baton Rouge, Louisiana will be vice chair.
