Muni regulators to hold compliance outreach conference

Municipal market regulators will be holding a compliance conference in Denver this fall in an aim to bring together municipal advisors, broker-dealers and other market participants to discuss the most pressing concerns in compliance, examinations, enforcement, and post-trade reporting, among many others.

The Compliance Outreach Program, co-hosted by the Securities and Exchange Commission, the Municipal Securities Rulemaking Board and the Financial Industry Regulatory Authority, will take place at the Byron Rogers Federal Building in Denver, Colorado Nov. 20-21.

"These panel discussions address important regulatory and guidance information–much of which includes novel ideas and perspective–that municipal market participants will find valuable both in their roles and as industry leaders."

Climate-related disclosure and the timeliness of financial audits are easy for regulators to check, said Dave Sanchez, director, Securities and Exchange Commission's Office of Municipal Securities.

The event will be the first official conference since the Commission held its Municipal Securities Disclosure Conference on May 10, 2023. At that conference, panelists dug into what's to come on the Federal Data Transparency Act, among many others, and Commission staff provided a timeline on rulemaking, which is expected any day now.

The regulators did not yet release the full agenda for the two days but panel topics are set to include "compliance pain points for municipal advisors and broker-dealers, exam and enforcement priorities, a regulatory outlook, net capital requirements, federal fiduciary duty, post-trade reporting and other municipal market key topics," the release said. Specific break out sessions are also expected.

"We are pleased to continue coordinating with the SEC and FINRA to continue an open dialogue with municipal advisors and dealers to address their top concerns and interests," said Ernie Lanza, chief regulatory and policy officer for the MSRB. "This year's program devotes time to both advisors and dealers in the form of breakout sessions that will address unique issues and needs for all types of municipal market professionals, including small firms."

Registration, handled by FINRA, is currently open and is free and open to the public and a live-stream for those unable to attend in person will be provided.

Those hosting also encourage attendees to submit questions and topics of interest ahead of the event.

"The Compliance Outreach Program is a great opportunity to engage in dialogue that fosters effective regulation, improves compliance, and strengthens everyone's understanding of the industry," said Michael Solomon, executive vice president, Examinations and Membership Application Program at FINRA. "We are pleased to partner with the SEC and MSRB to offer a forum where municipal market participants not only hear from their regulators but also work with them."
