Filicia Hernandez has spent more than 14 years in the public sector in local government but found her niche in public finance. She joined the city of Dallas in 2013, spending the last seven years in the treasury department overseeing all aspects of the city's debt program, including implementing the city's investor relations program.

Based on her extensive knowledge and stewardship of the city's debt program, Hernandez was selected to serve as the city's first debt administrator in early 2023. In this new role, Hernandez can further develop the debt program and better serve the community in both a hands-on and leadership capacity.

"It has been a privilege to work with Filicia for almost three years," said Jenny Kerzman, assistant director of treasury with the city of Dallas. "She is a servant leader with the highest ethical standards and understands that her dedication and commitment to her work have a direct impact on the citizens of our great city."

Today, Hernandez is most looking forward to the city of Dallas' convention center revitalization project. "I am really excited for the upcoming $1 billion-plus deal planned for next year to complete the renovations and expansion that will change the core of the downtown and be a catalyst for change that will impact the community for generations to come," said Hernandez.

Hernandez credits mentors across the sector who have fostered her growth. "I learn something new from every deal, but navigating the unexpected challenges over the years gives me confidence to face whatever is to come," she said. For Hernandez, the trials are part of the triumph. "It's very rewarding to have a part in making a lasting impact in the place where I live and work. I am a public servant at heart," Hernandez added.
