Connecticut OPM Names Egan Undersecretary

Attorney Lisa Grasso Egan will serve as Connecticut's undersecretary for labor relations, state budget director Benjamin Barnes announced Jan. 30.

Egan has represented public employers since 1994, when she was director of labor relations for the city of New Haven. Since then she has represented government agencies in labor relations matters in private practice, most recently at Berchem, Moses & Devlin PC of Milford, where she is a senior partner.

Most recently she served as chief negotiator and labor counsel for the New Haven, Bridgeport and Wallingford housing authorities, and represented the City of Ansonia in contract negotiations with its police union.

"I am glad to have found such an accomplished professional to lead the State's labor relations efforts," said Barnes, whose formal title is secretary of the Office of Policy and Management.

The Office of Labor Relations is an OPM unit. It is the governor's designated representative for collective bargaining matters for employees in most parts of the executive branch. The office represents the state in contract negotiations with state employee unions, grievance processes, administrative hearings and other matters. It also provides training and consultation on such matters for state agencies.
