Mark Dillon
Dillon brings more than 30 years of experience in the financial services sector with banks, bond funds, credit unions, corporations, endowments, foundations, hedge funds, insurance companies, money managers and pension funds, trading in such products as U.S. Treasury securities, high-yield and investment-grade corporate bonds, agency debentures, mortgage collateral, equities, tax-exempt and taxable municipals, emerging markets, and money-market securities.
Dillon holds a Bachelor of Arts degree in economics from the University of Virginia and a Master of Business Administration degree from the University of North Carolina. He also holds the Series 7, 24 and 63 licenses.
Leigh Ann Biernat
Hunt, who joined the Little Rock-based company in 1993 and led the group since 2015, will be replaced by Leigh Ann Biernat.
Stephens President and CEO Warren Stephens said Hunt's strategic plan for public finance created considerable value to clients.
"Dennis saw opportunities in key southern markets and built a team of bankers who remain solid resources for the communities where we live and serve," Stephens said in a statement. "Leigh Ann will assume the leadership on Jan. 1, 2024, continuing our commitment to excellence that has defined Stephens Public Finance."
Biernat joined the firm's public finance department in 2015 and works with issuers of tax-exempt and taxable financings as an underwriter and financial advisor. She previously held senior management roles in state and local government.
Diane Marzula
Marzula will report to Bryan Burke, director of strategic solutions.
Marzula has served as director of the 75-member Client Engagement Center since 1996.
"Diane's extensive sales leadership and business development experience made her an ideal choice to lead the company's global accounts efforts," said Paul Uhlman, president of Federated Securities Corp. "Diane will work closely with the home offices to customize solutions and best meet their evolving investment needs."
She earned a bachelor's degree in business administration from Gannon University, and holds series 7, 24 and 63 licenses.
Connie Gonzalez
Gonzalez, whose expertise includes tax increment financial and real estate pro-forma modeling, joined the firm from Piper Sandler, where she worked with real estate developers and municipalities to help consult and advise on public infrastructure funding.
"The depth of market knowledge and expertise that Connie will bring to our team will advance our ability to tailor the services we provide to our partners, and she will be integral to our future success within the Utah market and beyond," said Brennen Brown, managing director of D.A. Davidson's special district group, in a statement.
Julie Arvo MacKenzie and Brigitte Finley Green
The two rejoined Squire's Phoenix office as of counsel in its public and infrastructure finance practice, where they will focus on nonprofit charter schools and healthcare facilities.
"Julie and Brigitte are versatile practitioners who bring extensive expertise and relationships to our practice, continuing our tradition of helping clients navigate the increasingly complex infrastructure landscape," Bob Labes, the practice group's leader, said in a statement.
Both were previously shareholders at Phoenix-based Engelman Berger, where Arvo MacKenzie, who has more than 30 years of public finance and healthcare finance experience, co-founded that law firm's public finance group. Her background includes practicing at her own and at large national firms, as well as serving as borrower counsel to a large national healthcare system and general counsel at the Arizona Health Facilities Authority.
Finley Green, who has almost 30 years of experience in public finance and federal tax law at large regional and national law firms, served early in her career as an attorney advisor in the tax-exempt bond area with the Internal Revenue Service Office of Chief Counsel.
Squire Patton Boggs ranked second as bond counsel in Arizona in 2022, according to Refinitiv data.
Marcus Keller
He will work with local governments addressing their municipal advisory and underwriting needs.
Keller has nine years of municipal advisor and underwriter experience across Utah and Idaho. During his time in public finance, Keller has worked as a banker with many different entities, including cities, counties, school districts, utility districts and more, Crews said in a release.
This mix of clients has given him the opportunity to work on a wide variety of bonds and projects, according to the release. He has worked on the issuance of nearly $1 billion in bonds during his career, working with local governments of all sizes, Crews said.
Keller holds a bachelor's degree in finance from Brigham Young University-Idaho and a Master of Business Administration degree from the University of Utah.
Ed Dixon
Dixon has more than 30 years of experience in fixed income sales, having spent the last 20 years with R.W. Pressprich & Co. Prior to that, he worked for Lehman Brothers, J.P. Morgan and several other Wall Street firms.
Bob Sterbank

Prior to joining Foster Garvey, Sterbank served as attorney for the city of Snoqualmie for nearly a decade. He brings more than 30 years of municipal, land use and litigation experience serving Washington cities and towns.
He was recognized by Washington Law and Politics Magazine for his leadership. He is a board member and Amicus Committee member of the Washington State Association of Municipal Attorneys.
Sterbank earned his undergraduate and law degrees from Northwestern University.
Tina Kyle
"Tina is a great addition to our nationally recognized public finance team, and we are thrilled to add even more depth to our Section 103 tax practice," said Lee Marchisio, leader of the firm's municipal, health & housing group.
Prior to joining Foster Garvey, Kyle, who will be based in Seattle, was a partner at Houston-based Allen Boone Humphries Robinson LLP. She has more than two decades of experience advising governmental issuers, 501(c)(3) organizations, private borrowers, and other public finance transaction participants on tax-advantaged financings.
Her experience includes reviewing, structuring, and advising on tax-exempt financing transactions involving governmental, tax-exempt and private business users.
A member of the National Association of Bond Lawyers, Kyle has been recognized by Best Lawyers in America (Woodward/White, Inc.) in Public Finance Law annually since 2013.
She earned her J.D., with honors, from the University of Texas School of Law, Order of the Coif and Phi Delta Phi, and her B.S. in accounting from Louisiana State University, Beta Alpha Psi.
Sandra Kim
The college announced in mid-April that Kim, who starts work May 15, had been named its vice president for finance and administration.
Saint Mary's is a moderately sized private, Catholic not-for-profit college in Moraga, a town of 16,870, east of Oakland.
"I am very excited to become a part of Saint Mary's College and look forward to working with all of the students, faculty and staff," Kim said in a statement. "Through my many conversations, I was struck by the warmth of the community, the commitment to excellence, and the impact that Saint Mary's has made for students past and present."
The university described Kim as a collaborative leader, who brings a wealth of leadership in higher education and public finance to the role in a release.
For 10 years, as an associate vice president of finance at the University of California's Office of the President, she oversaw financing strategies and capital and real estate development for the ten-campus UC system. Since 2017, she was a managing director at UBS leading its higher education team for the Western region.
Kim was among those laid off by UBS in January when the banking firm reportedly slashed 20% of its overall municipal team, according to The Bond Buyer.
Prior to joining UC in 2008, Kim worked in public finance investment banking focused on higher education and not-for-profit clients. She earned her master's in public policy from the University of Chicago and a Bachelor of Arts from the University of California, Berkeley.
Kim replaces Susan Collins, who will retire May 31, providing a couple-week overlap.

Natalie Jaresko
From March 2017 to March 2022 Jaresko served as executive director of the Financial Oversight and Management Board for Puerto Rico.
At Ernest & Young Jaresko will develop restructuring efforts and help lead large-scale public sector turnarounds. She will not work on Puerto Rico projects.
Michael Brennan
Brennan began his career with Lehman Brothers Inc. in New York and spent 25 years there as a managing director in interest rate and securitized products sales. In 2008, Brennan joined Barclays Bank as managing director and remained there for nine years.
Kevin Stacey
Stacey, a participant in capital markets for 30 years, will helps clients with their fixed income needs. He spent almost 15 years as a fixed income portfolio manager for the Generali Insurance Group, managing insurance company, proprietary capital and third-party assets. He then spent four years as head of fixed income for the group.
He also spent five years in the hedge fund industry.
Sarah K. Sanders and Bettina M. Bronisz
Sanders has 24 years of experience working in the Debt Management Division of the state treasury, with 14 years leading the group as Assistant Treasurer. She earned her undergraduate degree from the University of New Hampshire, and she holds a master's degree from the University of Connecticut in resource economics.
Bronisz, who previously served as deputy assistant treasurer for debt management, will now lead the division.
Bronisz has worked in the Debt Management Division for 11 years, and her experience both in public finance investment banking and government issuer management spans almost 40 years. She holds a degree in economics from the University of Connecticut.
"We have a tremendous team in place at the office of the state treasurer, and I'm happy to have the opportunity to promote these two exceptional public servants," said Treasurer Erick Russell. "Sarah and Bettina both have an invaluable level of experience in debt management and will play a key role in the success of this administration."
Kristin Maher and Christine Cofer
Maher will provide advisors with client‑focused fixed income offerings and efficient liquidity on both a principal and agency basis, while Cofer will provide advisors and their clients with equity and option execution services.
Maher's team will also continue to distribute capital market syndicate products. Cofer and Maher will join the Investment Solutions Senior Leadership team and report to Darrell Cronk, chief investment officer for WIM.
Investment Solutions combines WIM's investment expertise, solutions, and product offerings to provide advisors with essential investment guidance and solutions to help their clients achieve financial success, the firm said in a release.
"Christine and Kristin are valued leaders who have made significant contributions to the growth of Investment Solutions over the years," said Darrell Cronk. Maher formerly served as head of Fixed Income Services in Trading and Capital Markets, where she was responsible for fixed income advisory trading, branch and advisor support for fixed income execution, and the distribution of capital markets syndicate products.
Maher is a 30‑year veteran of Wells Fargo and its legacy organizations. In addition to her leadership role as head of Fixed Income Services, Maher is a member of the WIM Capital Markets Best Execution Committee, WIM Deal Commitment Committee, and the WIM Volcker Committee.
She is also a member of the SIFMA Retail Fixed Income Forum and has served on the FINRA Fixed Income Advisory Committee. Maher holds a Bachelor of Science degree in finance from Villanova University and an MBA in finance from Pace University.
Cofer previously led the Best Practices team in Trading and Capital Markets. She was responsible for trading risk policies and programs, regulatory compliance, trading systems, strategic initiative implementation, and internal testing and external regulatory reviews.
Cofer has 27 years of brokerage experience focused on trading and has been with Wells Fargo and its legacy firms for 17 years. In addition to leading the Best Practices team, she chairs the WIM Capital Markets Best Execution and Trade Oversight Committee and is vice chair of the WIM Volcker Committee.
Cofer graduated from St Louis University with majors in finance and management of information systems.
Melissa Messina
Messina had been at HJ Sims, as a senior investment banker and then executive vice president and associate general counsel. She worked closely with life plan communities, skilled nursing and assisted living communities and other clients on financings, affiliations, and transaction-related related legal issues, according to a release from McGuireWoods.

Mulholland was a trading desk manager in the U.S. Treasury market for more than 20 years.
He served as head of U.S. Treasury trading at Credit Agricole CIB, where he successfully helped transform the desk into a robust client-facing franchise. He also ran the U.S. Treasury trading desks at BNY Mellon and Royal Bank of Canada and held senior trading roles at Credit Suisse and Merrill Lynch.
Mulholland holds a Bachelor of Arts degree in economics and business from Lafayette College.
John Ceffalio
Ceffalio, who left CreditSights for the new position, will work alongside the portfolio management and research teams "serving all client groups in providing insight and guidance to them on NTAM's full lineup of muni strategies, including through in-person meetings," a firm spokesman said. "By working closely with NTAM's portfolio management and research teams, he will bring in-depth knowledge of the muni market and NTAM's investment strategies."
Gabriella Briceno, Carlos Montoya, and Chapman Grumbles
Gabriella Briceno, Carlos Montoya, and Chapman Grumbles join the investment banking, brokerage, and advisory firm as senior investment bankers, sharing nearly 60 years of combined experience in the industry.
The trio also brings quantitative and analytical skills as well as the client relationships needed to enhance the New York-based firm's investment banking business, according to a press release.
Brandon C. Pond
Pond, who will be working out of the law firm's Seattle and Salt Lake City offices, focuses his practice on public, nonprofit, and health care finance as well as commercial real estate finance, guiding clients through transactions and providing advice for compliance with federal securities and tax laws, with practical solutions and a collaborative approach, according to a statement.
