Budget Watchdog CBC Names Friedfel State Studies Director

David Friedfel, the former commissioner of management and budget for Albany County, N.Y., has been appointed director of state studies at the Citizens Budget Commission nonpartisan watchdog organization.

He will work out of Albany and lead the commission's work in providing analysis to the public on the finances and services of the New York State government, CBC president Carol Kellermann said in a Jan. 11 statement. Friedfel began his duties that day.

In Albany County, Friedfel reviewed budget estimates of more than 40 county departments, prepared the tentative annual budget for submission by the county executive, and monitored the county's $600 million adopted budget. He also developed the county's five-year capital plan, acted as the county's treasurer and chief investment officer, and supervised the Division of Finance.

Previously in New York State government, he was deputy director of fiscal studies for the Ways and Means majority in the New York State Assembly. He holds bachelor's and master's degrees in public policy from the Nelson A. Rockefeller College of Public Affairs and Policy.
